Lancaster, CA. April 24, 2025 – First Public Hydrogen (FPH2) has officially released its first Request for Proposals (RFP) for hydrogen fuel supply, inviting qualified producers to help shape a reliable, public pathway to clean energy adoption across California.
The release marks a major step in the development of the nation’s first public hydrogen utility. Through this RFP, FPH2 is laying the groundwork for long-term, scalable supply partnerships that serve a growing network of public and private offtakers—ranging from transit and water agencies to port operations and clean fleet operators.
“This is how we get the market moving,” said R. Rex Parris, Chairman of First Public Hydrogen. “We need suppliers who are ready to lead—who understand the importance of public access, long-term stability, and the real-world urgency of clean hydrogen.”
Hydrogen producers are encouraged to submit proposals outlining available supply, delivery capabilities, and pricing structures. Contracts may range from one to ten years, and selected suppliers will be eligible to serve multiple Offtakers through FPH2’s centralized, transparent platform.
This RFP signals the launch of the H2 Market Starter Program. FPH2 is proud to lead the H2 Market Starter program in collaboration with ARCHES, California’s designated hydrogen hub. As the state’s first public hydrogen utility, FPH2 will leverage its Joint Powers Authority structure to facilitate real-time hydrogen transactions between qualified producers and end-users. FPH2 is designed to address early-market uncertainty by matching supply and demand, aggregating offtake, and supporting project bankability. The H2 Market Starter initiative will demonstrate a scalable pathway to accelerate deployment, reduce risk, and ensure California’s leadership in the clean hydrogen economy.
The submission deadline is May 13, 2025 at 3:00 PM PDT. Producers must register through PlanetBids to access the full solicitation and submit their proposals.
